ROM Hack [Help] Making an NTR Plugin from some code I saw on reddit.

I saw on this Reddit post that somebody had managed to hack Etrian Odyssey 4 to increase the speed of the game. https://www.reddit.com/r/EtrianOdyssey/comments/6oc89t/eo4_speed_hack/

I asked about whether this would be usable on 3ds and he said he done it by modifying the ROM and gave me the changes he made to what I believe is hex code. I'm wondering if it would be possible to turn this code he gave me into an NTR plugin that I could share with others, and if so, how would I go about it.

This is what he said he changed:

Change 248194 to 08

Change 2482E4 to 0AD79A42
