ROM Hack HANS romhack using out of region ROMFS?

So guys, I'm in a tough spot. I want to make a romhack of Animal Crossing: New Leaf. The cartridge I have is the USA version, but the only unencrypted CIA files I can find online are for the EUR region.

Considering unencrypted CIAs are known as "region free," does that mean the ROMFS file is okay to use? I have no means of generating xorpads and I don't imagine that the game is that much different regionwise, so it should work, right...? HANS even supports changing regions so I don't see why not.

Would it get along with my cartridge though is the real question? If not then I'm out of options honestly unless someone with ARM9 capabilities is willing to generate xorpads for me.

why pokemon can use different region romfs other game cannot
because different region pokemon game has the same titleid

And that clears things up, wasn't thinking about it that way. But hey, this is much better than romhunting.
