What does this mean for your 003 wii? It can be fixed.
What you will need, 1:1 iso of SSBB-PAL
A game that installs a channel or A game that reboots to the safety screen
What you will do, load SSBB-PAL on your 4.2/4.3u/e/j 003 bricked wii
How will you load SSBB-PAL on your U/J wii? You will use Giantpunes mariokart pawns method.
A gamecube controller
A dvd drive capable of reading burned disc, or a wode (new wii dvd drives will not work, you may need to replace it.)
A modchip or a wode

For USA You need to install Smash Stack to SD:/private/wii/app/0SBE/st
For JAP You need to install Smash Stack to SD:/private/wii/app/0SBJ/st
For PAL You need to install Smash Stack to SD:/private/wii/app/0SBP/st

Error 003 is caused by system menu 4.2/4.3+ and ios70/80 on region changed Korean wiis

The FIX- You need to install ios60-v6174 into ios slot 70, 80, 90. Then Never ever update from Nintendo again. Be sure to install priiloader to block updates. If you follow my softmod guide, your wii will be fixed when your done. Alternatively, you can use modmii to install the need patched ios.

Extract to a formated standard SD card 1-2g
SDHC will not work

-Currently 003 J wiis can not be fixed with SSBB. SSBB-PAL/KOR will not load under the JAP language setting. At this moment only 003 Jap wiis can be fixed using the cioscorp method, which only works on Jap wiis with cioscorp installed

4.2/4.3e 003 wiis- Patch your SSBB-PAL.iso to autoboot with bootme
-Autoboot SSBB-PAL and run the smash stack.
-Hackmii loads, install HBC, bootmii, make a nand backup
-follow my Guide: Softmod Any Wii to fix

Wii Fit- not working for me
Rabbids Go home- not working for me

Tested with Mario Kart
I had no luck with the other two

Copy your Super Smash Bros. Brawl PAL ISO to folder /003
Copy your channel installing game to folder /003
Navigate to folder /003
Rename your Super Smash Bros. Brawl PAL ISO -> ssbb-pal.iso
Rename your channel installing game -> channel.iso

Run MarioKart-PWNS.bat
Let wit do its thing

Insert the channel disc, the game boots

Use your wiimote and navigate to the channel installer. Select to install the channel, it will tell you this channel uses so many block. When you get to the install confirmation, press [HOME] on the wiimote, eject disc1, insert disc2, press [HOME] on the wiimote, install the channel-
Super Smash Bros Brawl- VC demo menu will load, press [HOME] again, restart-
SSBB strap screen loads. Make a savegame.

Go to the stage builder, delete any custom stages you may have go back to the main title screen
Insert a standard sd card, 1-2g, non sdhc with Smash Stack PAL on it
Go back to the stage builder- Hackmii Installer Loads
Install HBC, Bootmii, make a nand backup

What you need-
A game in your wii's region that will autoboot- Tested with Castlevania
The game must reset to the strap screen when it is reset via [HOME] on the wiimote [Reset] on the wii screen
Game that reset to the strap screen- many games maybe, you can test, Castlevania works
Game must be kind and load another game for you- Tested with Castlevania, I am sure there are others
Super Smash Bros. Brawl-PAL, 1:1 DVD9 iso

Most games will require you to load to the title screen, press [HOME] on the wiimote, swap discs, press [HOME] and the wiimote and go back to the title screen. Now listen to the wii drive, as soon as the drive clicks to spin up the disc, press [HOME], then click restart on the wii screen. The timing will be different for every game. Some games you can just restart, others need the spin up first.

Games that work-
Castlevania Judgment -with spin up
Dora- Crystal Kingdom -with spin up
BOOM Blocks Bash Party -with spin up
Carnival Games - no spin up
Family Party- 30 great games- with spin up.

Copy your Swap Disc game to /003
Navigate to folder /003
Rename your Super Smash Bros. Brawl PAL ISO -> ssbb-pal.iso
Rename your swap disc game -> swap.iso

Now depending on the game, you could press restart or your may need to press [HOME] and load the game title screen again, then very very quickly press [HOME] again, then restart on the wii screen. It will be different for every game
For Castlevania- Load the title screen, Press [HOME], swap discs, press [HOME], wait 0.5-1sec, press [HOME], reset from the wii screen. Timing has to be right.

This should load the VC demo screen of SSBB, press [HOME] and restart again.
SSBB strap screen should load. Make a savegame.
Go to the stage builder, delete any custom stages you may have go back to the main title screen
Insert a standard sd card, 1-2g, non sdhc with Smash Stack PAL on it
Go back to the stage builder- Hackmii Installer Loads
Install HBC, Bootmii, and make a nand backup

What does not work:
Smash Stack via SSBB = FAIL
All recovery disks = FAIL
SDDm NAND fill = FAIL
Wii Fit time change = FAIL
4.2k system update via disk = FAIL
Region Free game = FAIL
Netflix game = FAIL

Update: 4.3 003 error wiis must install cIOS80-v6174.zip. If you updated from 4.2 to 4.3 and received this 003 error, thiis guide should work for you.

Method #1 Mario Kart Channel Install

This guide will fix the 003 error, only if ios36 is patched with the trucha bug.
This would typically require cIOSCORP 3.x to be installed prior to system update
If you where loading backups from the disk channel, you may have cIOSCORP
Give it a try, best of luck.

This will install cIOS70-v6174-v3.6.wad
From cIOSCORP 3.6, which will fix your 003 error

13 confirmed recoveries

Requirements-
Patched ios36, from cIOSCORP 3.x or other method
Possibly ios250 (probably not required)
Mario Kart iso- unscrubbed, in region
A modchip
Must Not Have Installed Mario Kart Channel
A gc-controller
KOR_003-FIX.zip
Wii Bootmii

Extract KOR_003-FIX.zip to the location of your Mario

-Run MakeKeyBin.exe, type 42, click generate

-Run WIIScrubber.exe
Click load ISO, select Mario Kart iso
Double click Partition 2- INSTALLER
Right click RevoKartNR.wad
Click replace
Select cIOS70-v6174-v3.6.wad
Close wiiscrubber

- drag Mario-Kart.iso onto IOSPatcher.exe, type 36 and hit enter, ios250 should also work. If 36 fails, try 250

-Use wii Bootme and set the iso to autoboot

-Burn the Mario-Kart.iso
Use good media, like verbatim dvd -r. Burn it slowly, with imgburn

-With a gc-controller in port 4, boot the wii with disk removed, do savemiifrii to the recovery menu. Hold all 4 directions down on the d-pad, while holding power the wii and keep holding the d-pad down. You should see a black screen with 4.2u/e/j. From here you can autoboot many in region games.
-Insert the Mario-Kart disk, let it boot- be patient.
-If it fails to boot, use Wii Bootme to patch the iso to auto, then try again.

-Once the game boots, click on settings, mario kart channel- Install
-If you get error 003, you don#t have a trucha ios36 and this will not work for you.
-Be sure you patched the iso to 36, or 250.

If you already have the Mario Kart Channel installed, this will not work. You can try to duplicate the process with other games that install channels- such as wii fit (ios33), wii fit plus (ios53), Rabids Go Home (ios33), perhaps wii speak. The game must run on an ios that is patched.

If you do fix your wii, be very happy someone installed cIOSCORP on it.

This technique could also be utilized to fix other banner type bricks when other options fail.

Method #2 Game ISO mod and swap

Example Method- Castlevania Judgment -using cios36

Requirements-
Functional RM via savmii/savmiifrii (gc-controller)
Ios36 must have the fakesign bug, aka trucha bug- probably from cIOSCORP
You will need a modchip, preconfigured to autoboot, region free enabled
Castlevania Judgment, unscrubbed iso- in your region
(tested with ntsc-u version)

Download:
iso-tools.zip
WM_1.4.dol.zip
Extract to the location of Castlevania Judgment iso.

-Use wii Bootme, set the iso to autoboot
-Burn Castlevania Judgment iso, burn it good and proper

-Run MakeKeyBin.exe, type 42, click generate

-Run WIIScrubber.exe
Click load ISO, select Castlevania Judgment iso
Double click Partition 1- data
Right click on main.dol,
Click replace
Select WM_1.4.dol
main.dol name will not change
Exit

-Use wii Bootme, set the patched iso to autoboot

-Burn the patched Castlevania Judgment iso, burn it good and proper

-Boot the wii and load the Recovery Menu via savemii/savemiifrii.
You should see a black screen with your system menu version #

-Insert your Castlevania Judgment disk, it should boot
Let the game load to the intro movie, eject the disk
you will see "error please insert Castlevania Judgment disk"

-Insert you patched Castlevania Judgment disk
The intro movie plays again, goto the main game menu
Push "Home" on the wiimote and click "restart"

-Wadmanager 1.4 will load,
push A to install/uninstall wads, or
push B to exit to HBC

-Now fix your wii, You can use ios36 in wadmanager
Install cIOS70-v6174-v3.6.wad.zip

On 003 Kor wii- this strongly suggests the presence of cIOSCORP, it is likely that all game ios are patched, and many games will work with this method. For the game to work, it must restart to the health screen not the main game menu. Post your results.

Method #3 Indiana PWNS

Users who installed Indiana Pwns prior to the 003 brick can recover by autobooting Lego Indiana Jones and loading wadmanager using ios250, then install cIOS70-v6174-v3.6.wad.
Note: This is also true for users who install Yo-Gi-Vah or Yo-Gi-OWNED

Method #4 Nand Reprogramming
Users who have their nand keys or made a bootmii backup prior to their brick can use that nand backup to have their nand reprogrammed. If you do not have your nand keys or a boobtmii nand backup, you can not reprogram your nand. If you have this, you can reprogram the nand yourself but the precess is complex. Bad-Ad84, Deadlyfoez, and streamlinehd can do the job for you, for less than you should do it yourself.

That site also links to warez. He has a link to an Update Partition IMG on the first guide.

Also about the first link:

Will that even work? Hacking the ISO in Wiiscrubber to replace stuff would invalidate the signature. A stock IOS70 would reject the hacked disc, and thus never install the K menu.

It's only a google link, but the linked page looks promising:
Put the korean 4.2 update into a disc, use a modchip and modified gc controller(hold all 4 directional buttons) and let the Wii update to korean 4.2. Since the korean system menu has a higher version than the PAL and NTSC ones, it's seen as an update.

I'm not sure if this requries a patched system menu IOS, maybe not, it uses original nintendo update files.

If you copy the entire parition then the signature will be ok.
Although interestingly, it will need to use the korean key to decrypt it.

Ummm, isn't this supposed to be for fixing 003 korean wii's? Why would you use a NTSC game? Do you not have a korean wii to test this all out on??

Isn't that just the requirements needed to proceed? Think he gave that as an example. If you read on, the next step details replacing the NTSC update to a K (supplied in the download link I think)

Adding the Korean partition to the iso does not require a patched system ios. It also does not change the region of the disk, it remains the same. Also the disk must be in the region of the wii, since region free does not work on 4.2 wii's.

As for why I posted a link to a google search. I think it is obvious that is the only way for me to put this info here without violating the site rules.

Not confirmed yet, hopefully soon. I am half tempted to install indiana pwns and update your korean just to see if it works. But I figure there are enough bricked wii's to test it themselves.

Not an option. The main question is if the system menu IOS needs to be patched to accept the update partition, but sneek disables all signature checking and just always tells, that a signature is "good".

I tested this best I could without brick my wii. I used a 4.1u region changed wii, without a patched system ios, and with a patched game ios.

Test #1- I extracted 4.1e update partition from nsmb pal, and then patched it into Mario Kart ntsc. I used a wasabi dx, with region free disabled, no preloader, no system menu hacks. Disk inserted and prompted for update.

Test #2- Using the korean common key I extracted the update partition from KOR zelda, patched this partition into Mario Kart ntsc. I used a wasabi dx, with region free disabled, no preloader, no system menu hacks. Disk inserted and prompted for update.

Extracted 4.2k system update from Animal Crossing City folk- KOR, released 1/28/2010. Patched into Mario Kart ntsc, still need to burn, but see no reason for it not to offer an update.

The way I see it, updating to 4.2k should fix the issue, change the brick type, or 003 error could persist, sense the wii is semi bricked.

Is that true? There's a game with the korean 4.2 update??? If yes, are all guys kidding everybody else???

Edit: I'm sorry for the harsh words, there's still the issue that 4.2 makes import gaming more difficult. But until this post, it looked like the update partition was completely unsigned(trucha signed), because without a game with it, it would need to be rebuild completely

The 4.2k update partition is official.

Also, once the update is patched, the game still reads as ntsc in wiiscrubber, WUM, WBFS manager. And the 4.1 wii reads it without region free enabled.

To summarize, 003 error happens if a korean wii is patched to PAL or NTSC AND updated to 4.2. So the wii has either 4.2E or 4.2U on it.

So why not just get the korean animal crossing, patch it to NTSC-U or PAL and then use the modified gc controller to install the update? Why the hassle with putting the update into another game?

All of the region patching I have tried have required a trucha patched system ios. And the wii won't boot the unpatched original because it will see it as out of region.
