There are many good programs that have varying abilities- trouble is video conversion the DVD format is not really going to be any good vs learning how to do it all yourself this side of a good AI.

Still
FAVC- http://sites.google.com/site/favcfavc/home and http://forum.doom9.org/showthread.php?t=106677
It acts as a frontend to many great programs but the main one here is muxman: http://www.mpucoder.com/Muxman/ It is probably the best DVD menu maker/authoring this side of several months wages.
The nice thing about FAVC is that while it will take something and run with it for you you can stop it at any stage and go manual.

Next up and probably better on the GUI front as far as menu editing goes is DVDstyler.

There are several others, poke around http://forum.doom9.org/ for some more if you want.

To answer you first question however there are menu editing options in several programs. They can get very complex very quickly but in rough order
ifoedit: http://www.ifoedit.com/ (if you are playing in this world then vobedit on the sames site) and vobblanker: http://jsoto.posunplugged.com/vobblanker.htm is also worth a look as is menuedit: http://www.dimadsoft.com/menuedit/
Also http://download.videohelp.com/r0lZ/pgcedit...still_image.htm for a rough idea of how things work.
While we are on the subject you want a demuxer, a couple of those tools can do it but http://neuron2.net/dgmpgdec/dgmpgdec.html is usually the better option unless you truly know your source and can afford to use the other programs.

The best tool though, in my opinion, is PCGedit:

If you can not do it with this then doing it probably can not be done.

@SylverReZ, I dislike the kind of drm where you have to play single player games online all the time bc of some verification bs

@Xdqwerty, Don't use games that have Easy Anti-Cheat as its been exploited many times.

@SylverReZ, I also heard one of the Prince of Persia games was so unfinished that it required the "24/7 online" drm so a puzzle could be done and the game could be finished. And that when the Ubisoft servers were closed the (cracked) game was impossible to finish or something like that
  • SylverReZ @ SylverReZ:
@Xdqwerty, That's extra scummy. Ubisoft nowadays ship out incomplete games like Skull and Bones which was being worked on for nearly a decade now.

Either that or their old games were unfinished aswell but we can't notice it

I like that games can be fixed after the fact, hate that it's being abused via beta tests... And DLC... I was a 7800 owner back in the day and loved Impossible Mission, turns out I couldn't beat it because it was actually impossible lol
  • Psionic Roshambo @ Psionic Roshambo:
I never knew about it at the time but a fixed version was available but you had to mail in your broken copy lol
  • Psionic Roshambo @ Psionic Roshambo:
So that version is semi rare
