Hacking Do cheats on Gateway vary if a rom or .cia are used?

Title. To clarify, I was wondering if cheats used on a .cia of a game are different than ones used on a .3ds rom. My reason for asking is because of this: http://www.fort42.com/gateshark/game1845/

Seems some codes are listed for "english patched .cia". I've been playing HWL in english as a .3ds with my Gateway, will these codes work? Thanks in advance.

Was actually trying to avoid trying something until I got some info. And I don't have my 3ds handy as I'm at work.
