Yes. I think the problem varies with flashcards.
Is the .ini and .bin files created?
do you remember what you changed in the flashcards 7z for the galaxy eagle?

Another thing you could do is run cppcheck on the arm9 sourcecode

I have a 3dsold with luma3ds updated after I updated the TWLOADER if I put the R4 the 3ds freezes and need to force the shutdown how can I solve it? I already unplugged TWLOADER and deleted the folders but the problem continues

If your R4 is bricked, it can't be solved.

Actually, he can try using that universal r4 fw, helped me recover an old r4i 2014 which wasn't being recognized by my 3ds ever since that one time I updated my 3DS to 10.x (try to see if it works from the cart launcher)

To those of you who run NeoDS using TWLoader: are you able to set a custom ROM path using the data/neoDS/_NeoDs.ini file? If so, what would I put in there to have it look for ROMs in roms/neogeo? I can load ROMs from the root of the SD card as long as I do not use the ini file. As soon as I put it there NeoDS shows no game anymore.

I can create .ini files with Add Games homebrew, but in TWLoader menu still "No games found!".

Try putting on the _NeoDs.ini file:
fat:/roms/neogeo
save it, and try!
