Hacking Deleted Bad Word List, Can't Make a New NNID

I tried to make a new NNID today. Recently I deleted the bad word list cia. Now when I tried to make a new NNID, the system said my Mii nickname had in inappropriate language, when it's perfectly fine and worked before. I need to get 000400db00010302.cia back, but I have no idea where to find it. I am on 2DS 11.1, so I need something up to date.

use 3dnus to download it again, although afaik the 3DS should have noticed and prompted you that you need to update your 3DS

Nevermind, I fixed it myself. I downgraded and then updated to 11.1.

That... That's a fudging terrible idea xD, literally starting a update in the settings would fix it..
