No, the EmuNAND (just like NAND backups) are console-specific, making it impossible to transfer them from one 3DS to another.

As said above : it is nearly sure there will not be possible to have features like emuNAND, multirom and so on 4.5+ (N)3DS...

And above that, they will be encrypted.

But imagine : if it were possible to have emuNAND on 8.2 console, you could re-create a new one, no need to transfer from another console.
