Can i use Windscribe with Steam open?

I found this neat desktop VPN service called Windscribe, it's very good and it's very fast.
However, what concerns me about it's use is with Steam being left open on my computer.
I of course leave Steam open all the time, but if i'm using Windscribe with Steam left open, would that risk me an account ban?
The Steam SSA states the following:
"You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account."
I am agreeing that i will not use VPN services to gain advantages over purchases, that seems to be the only thing i'd have to avoid, but then there's the line "or for any other purpose".
So in conclusion, is it alright to have both Windscribe and Steam running at the same time? As long as i don't buy anything on Steam or redeem any CD keys?
