Possible to place games and applications that are on the R4 3DS onto the Home Screen of Nintendo 3DS XL???

Here's a video of a guy who did a review on the R4, but he happens to have applications and games placed on the Nintendo 3DS XL that are not coming from the Nintendo eShop. Is this possible?
