Currently if you updated to 11.3 and WANTED TO HACK YOUR 3DS, you don't even deserve CFW and you'd probably brick your device by trying to install it. Like, no 3DS in stores today are on 11.3, so if you updated you a.dont want cfw or b.you're retarded

A new ARM11 exploit you say?Downgrading from 11.3 is likely dead until sighax is implemented and released. At that point, hardmod (and DSiWare, probably) should be valid paths for installing it.
Otherwise, it would require, at minimum, a new ARM11 kernel exploit and a new ARM9 exploit.

Yep. ARM9 exploits are much less likely to get tossed out there, though, and you need both to install A9LH / use CFW / access the NAND.
