If you have HBLC, change bootTV.tga or something like that.
Slap your image there and... well.... um... I can't help you there because i never edited .tga's
All i know is that it needs to be 1280x720 for TV and... jesus christ. [I forgot >.>]

Just to make it clear you only can change the boot screen and icon, in order to change the in game hbl background you would need recompile the whole app.

The image must be tga 24bit depth, with no compresion (rle), and the correct pixel dimension for either the TV and/or gamepad screen.

This also works for haxchi users. If you're not using it for CBHC, you should be able to swap out most of the files under /meta without consequences. There are some sigchecked files in there, so be careful. If you get it wrong the title will stop working until you change it back, so back up any files you change and make sure you're not using it for CBHC! I did this to erase basically every trace of Dr. Kawashima from my haxchi title and it worked a treat; it now looks like the legit HBL channel except for the minor change of not needing sigpatches to open it.
