Gaming Assistance With Installing 3DS - SDK DevKit Tools (3DSWare) On O3DS

Hello, I've been trying to install the '.cia' dev-tools on my O3DS sysNAND (with no success). I've used FBI (both .cia & .3dsx), NASA (.cia), & Title Manager aka BigBlueMenu (.cia) but they give me an error (see images below). I even tried to see if I could inject the 'Health&Safety' app, but Decrypt9WIP states that I need a '.app' filetype. I even went as far as removing the specific 'Ticket' for 'Config.cia' using FBI (.cia) (Config.cia for ex. has the Title ID of 000400000FF40102). I know it's possible to enable 'Set developer UNITINFO' via Luma3DS v9.1 configuration, but I don't want to risk an accidental brick or break the online features. Any help or advice would be appreciated. Thanks in advance.

*UPDATE: Re-Installed the 'Config.cia' 'Ticket' that I removed earlier.
**UPDATE: Downgraded FBI (.cia) to ver. 1.4.17, & tried to 'Switch Destinations' to 'NAND' using 'L'. Still no luck installing any of the '.cia' dev-tools. Also, I kept the '.3dsx' ver. of FBI (2.5.3).
***UPDATE: Tried using 'Universal Inject Generator' to convert 'Config.cia' to '.app', then injected 'Health&Safety' via 'Decrypt9WIP' with no success.

Today (12/11/18) I decided to take the *risk*. I enabled 'Set developer UNITINFO' in 'Luma3DS v9.1' & I was able to SUCCESSFULLY install x6 Dev-Tools; Config.cia, DevMenu.cia, IrCommunicationChecker.cia, UdsLocalIdChecker.cia, GameCoinSetter.cia, & NetworkSettings.cia. It wouldn't let me install 'WMTestTool.cia' or any of the newer versions of 'Config.cia', or 'DevMenu.cia', but I did install .cia's that seem to work. Also, I should mention that I didn't try to install ALL of the .cia's, just the ones that I was most interested in (see images below for POC).

*The x6 Dev-Tools still work after I disabled the 'Set developer UNITINFO' from 'Luma3DS v9.1' :D.

    I stream from Nas to firestick, one on every tv, and use Kodi. I'm happy w it, plays everything. (I pirate/torrent shows/movies on pc, and put on nas)

    I got my Dad a firestick for Xmas and showed him those 3rd party sites on Kodi, he loves it, all he watches anymore. He said he has got 3 letters from AT&T already about pirating, but he says f them, let them shut my internet off (He wants out of his AT&T contract anyways)
