Wario had actual source material to base a moveset off of. Waluigi is a reflection of an inversion with no actual source material. He's as detached from a real character as you can get.

he has the sports games, all his moves could be references to several mario sports games
mario kart
mario golf
mario sports mix
mario tennis
marrios hops 3 on 3
mario olimpic games
etc

he can have a very diverse moveset all based on sports games.
