Homebrew ACNH NHSE - Design Pro+

This is oddly specific but hopefully someone has come across this problem before.

I don’t have the option to buy the design pro+ from the ABD in resident services, nor do I have it on my nook phone. Is there a flag I need to change in NHSE or something?
