Well that means the only solution involves someone proficient in hacking with a USB Gecko to get an Ocarina "cheat" for each MP1, 2 and 3.

There is the thread for the existing Metroid Prime Trilogy [R3ME01] codes and including the id of the guy who made them. Maybe someone could contact OneUp there and ask directly.

Here is a ocarina support request thread for Metroid Prime Trilogy. It makes extensive cheat requests, but lacks requests to force normal difficulty for each of the 3 games.
I suspect 2 ocarina cheat per iteration of metroid prime, one to force normal and another to force veteran. It would be useful to be able to dial up or dial down the difficulty at will.
