Total novice. My sister in law got a japanese 3DS and before even looking up if she could play US 3DS games on it had her brother configure the SD card to make it "A US based 3DS". Now when she trys to boot a game I get the arm9 prefetch abort svcbreak code. Can this be fixed or would I need to format a new SD card? Any links would be helpful as I've never done anything like this just physical mods to gameboys and DS systems, thanks!!!!

First of all, you cannot change it to US-based 3DS without doing the actual region change on https://3ds.hacks.guide.
Since your system is modded judging by the error, you could try to reformat the current SD card, as this may be an issue with the formatting. If this doesn't work, let us know and we will take more drastic measures.

I have reflexes a cat would be jealous of and a near psychic ability to read people, makes online play feel incredibly unfair. Ironically I have been booted from online servers for being a bot.... Or aim assist lol
