You have to broadcast .pcap files over wifi using linux, and it works like 2% of the time for n3DS only.
You're doing something wrong if browserhax isn't working for you.. It's very reliable for me at least.

Not at this moment. There is not public kernel exploit for systems above 9.2.
It's more likely you'll be able to downgrade the 9.8 system to a hackable FW, since the ARM9 kernel exploit shown requires a custom DS cartridge. That will take a while for someone to figure out though as it seems the creators don't intend to release anything.
Well we have arm11kernel (for downgrading) and I'm pretty sure they said arm9 can be compromised without the use of a custom ds game. The custom cart is only $5 and I'm damn sure that they are going to release something for that.
