Hacking 3 in 1 and Pokemon Platinum

Can I use the 3 in 1 cart with the GBA Pokemon ROMS in order to get the Pokemon Platinum's wild Pokemon that are only available if you put a certain GBA Pokemon ROM?

And also, will I be able to use Pal Park?

Last thing, if I can do what I asked, do I have to keep it in the same region or does it not matter?

it takes quite a while to find those pokemon, so be patient.
