SD:/luma/payloads, if you have b9s, you will need the .firm instead of the .bin.
what? then all of the back up I made before(11.2, 11.3 etc) are useless now? they're all .bin.
And I've just followed this guide:https://3ds.guide/godmode9-usage.html
and it said here on my DS that the back up will be place in the "/gm9/out/" folder and still under .bin extension. I'm not understanding.

The backups will still be as .bin in /gm9/out.

2. Do only ReiNAND and Luma support b9s?
3. Can Cosmo3DS support Firmware past 11.3 at all?
4. Being secondary exploits, what other hardware is need to execute stuff like Basehax, OOT3Dhax, Themehax, v*hax, and painthax?
5. I know that Corbenik FW doesn't work with NH2 and related exploits like Soundhax and Browserhax, but what about NH1, Doodlebomb, Freakyhax?
6. Would Anemone work on pre-7.1 Luma versions?
7. What does a save dongle do that a Gateway, R4 3ds, and R4 Revolution card can't do?

I'm confused now. Should I care about this godmode9 payload?? Or has it nothing to do with back ups?
The payload and your backups are two completely different things. All your NAND backups are still good regardless if you're on B9S now or now. Nand backups are ALWAYS .bin files. Payloads (the programs loaded from startup other than Luma itself) are the .firms she was referring to. Don't confuse yourself.

1. .3DSX files are launched through the HomeBrew launcher only (with mild compatibility) while .CIAs are installed to your console(s)/SD card and can be loaded from the HomeMenu via icon.
2. Corebenik and Cakes both support B9S IIRC.
3. You'd have to ask on the Cosmos3DS thread, because I have no idea.
4. Secondary exploits always require a system running CFW or userland homebrew. Most sploit installers also require outdated firmwares usually 11.2 or lower.
5. I would assume that it doesn't work with any exploits using *hax* payloads, so most likely not.
6. Anemone has a .3DSX build, as well as a .CIA build. The version of Luma doesn't matter one way or the other, so yes.
7. Nothing. Flashcards do way more than save dongles.

One more question: Luma updater seemed to be unreliable during a9hl days. Is it safe now to update Luma using the updater?
Yes Luma updater has been reworked for B9S and it works better than ever. You can download it through FBI, make sure you get the one by "KunoichiZ/Hamcha" not the one that just says "Hamcha" (that's the old one).

I'm sorry. I thought you were talking about where to put the files for GodMode9. I apologize for confusing you.

Yes. It only downloads the new version and extracts it to the correct place, so it's the same as manual update

During the update, it asked if I would like to put luma in CTR-NAND. If I pressed yes would I had been able to boot the 3ds without the SD card? Is that all that's necessary?

Yes you would be able to boot without the SD card.

ive recently entered the 3ds hacking scene and ran into a problem. After following the steps on the 3ds guide, i got to the end of the steps for installing boot9strap after i installed luna and homebrew etc. After having some problems, I got to the point where the system reboots and it didnt reboot. Scared i bricked my system, i deleted all the files other than the homebrew files. Then i realized that i didnt brick the system i just put the boot file for luna3ds in the wrong place. I put it in the right place and thats all fine and good but now i cant load into homebrew via soundhax. "an exception occurred" happens and it has a screen about a file dump, something or other. Basically i cant load homebrew now and i think it is because i deleted all the files including the files in the boot9strap files. Ive since reinstalled all the files i deleted (except for the files that appeared in the boot9strap folder after doing steps) and homebrew still wont load. any help is appreciated, thx. also im running 3ds version 11.2.0 35u

With running the newest luma and b9s. You will need to launch homebrew from either using rosalina within a app you dont use. Downloadplay is one thats mentioned for it. Or install homebrew launcher loader as ways such as soundhax will not work on it.

https://3ds.guide/finalizing-setup goes over using the rosalina feature to install FBI which is used to install cias aswell as how to use the download play to launch the homebrew option
