Not sure exactly. Since different sources tell different Storys. I also have Sys Config Tool which could change Region.
Yes, you can install out-of-region games - the region is checked when you launch the game. Mocha patches that region check, which allows out-of-region titles to launch. No, that is coldboot. Haxchi is a homebrew loader that is replaced with a NDS virtual console game you paid for from eshop. You can actually make haxchi load mocha cfw on launch by making a config file and installing haxchi with it.
