I believe you have misinterpreted this.

If you choose to delete the content off the SDHC Card or microSDHC card, such as during a system transfer, the pre-installed game will be available for redownload from the target system's Nintendo eShop after the transfer has been completed.

The preinstalled game will be available for download from the target system if the pre-installed game BELONGS to the target system, not the original system.

Let's say you are transferring from an old 3DS to a NEW 3DS MonsterHunter bundle so:

O3DS > N3DS MH: Delete game, system transfer and then redownload MH from eShop.

Not O3DS Marion & Luigi bundle > NEW 3DS

This is not completely your fault, that page doesn't specify that the target system has to be the one with the pre-installed game, totally misleading.

Install legit cias on sysnand, update the console, use system transfer and after downgrading sysnand using hard mode :D
Wouldn't doing that, except on emunand, have the same result? Without needing a hardmod to downgrade sysnand afterwards :P

Also this would probably not work with NSMB2 Gold Edition, cause to be able to re-download those pre-installed games, have to go to that game's page on eShop.
But NSMB2 Gold Edition isn't on the eShop on its own.

Emunand not work
9.5+ on N3DS, no.
But on O3DS, wouldn't it be the exact same as running sysnand?

Is it possible to buy a game I originally played as CIA without formatting emunand? Eshop asks to re-download, so I suppose it's finding the ticket somewherein the console.

The e-shop version of Animal Crossing: New Leaf has been pulled and been replaced with Animal Crossing: New Leaf welcome Amiibo. So the original version that was a legit and clean CIA is no longer available in eShop. It's probably not redownloadable anymore eithe?

I'm probably late to the party, but while browsing eShop, I've discovered that the games I installed as CIA are available for "re-download", I'm sure it's too good to be true, but I'm currently downloading MH4U as I write this, because why not? This also got me thinking, If I were to transfer my NNID in the future, to a >9.2 system, would I be able to download any games that I "re-download" on the old system?
The games will show up, because your system has the ticket in the system but will abort it during install due to the ticket mismatch. If we could do this, then all our non-legit "purchases" could be system transfered without problems. *cough* steel diver, oot, paper Mario sticker star *cough*

The new version is legit, if you have a legit ticket installed.

The only difference between a legit cia for everyone and a legit cia for one console (regular eshop dump) (for the same game and game version) is in the ticket

I installed the legit CIA on a console with no hacks. It's on 11.2 now and is basically completely unhacked. When I click on ACNL, it does not show Already Downloaded but the blue button appears Buy Now. With other games this is not the case? I don't really care for the game, it's just something I noticed. If I would delete the title from within Data Management, it would not be re-downloadable I guess. Maybe I actually try it

Dosent matter if the title is legit or not, if it didn't come with your 3ds or wasn't bought from the eshop, it wont be redownloadable

If you install legit CIA, then upgrade your FW to latest - you can redownload them from eShop freely. This works only for legit.

Old news - installing legit CIA's gives you a proper ticket thus allowing you to redownload the games from the eShop at any point like if it came with the console as a pre install, if you format your system the title.db will reset and you won't be able to download anything and no you cannot system transfer the content.

I actually thought clean/legit CIAs could be redownloaded. I don't mean after System Transfer or after a format.

FW 9.0-> Install Legit/clean CIA --> update to latest FW(11.2 as of right now) --> Re-Download those titles. For example, a new SD card. Now I'm confused.
