Have Anyone Considered Playing US Mario Kart 7 on Japanese 3DS Cuz My Friend Have a Japanese 3DS And Planning to put CIA on His Japanese 3DS But He might Get Ban on Online So Have People tried playing It?

Honestly, I don't know. Maybe he will, maybe he won't.
Your friend may try to be a guinea pig... But from my point of view the best choice is creating an EmuNAND, region change it to US and install US .cia. He won't get banned in that way. I played a lot online on region changed EmuNAND, Mario Kart 7 as well.

Should be fine. No one has gotten banned from playing out of region games online.

What will happen if i Put FBI Or Cia instealler to 3DS without This So Called CFW On 3DS?

No you need a CFW to install cia's unless it is a legit cia.
