I think this is more like putting "discs" inside your hard drive, since it needs you to edit TIK files only found with WUDs (physical disc images). So, Nintendo would only see them as "discs inserted in your system". I don't think the ticket is in the System at all, since it would show as "Redownloadable" from the eShop, even if they failed at some point if you tried to redownload.
This happened with the 3DS, it showed games as re-downloadable, even if you installed a bad CIA, because the title was in fact installed, and the CIA format had to install a ticket to ticket.db. It isn't the same as it's happening here.
