Q: How do I send a wonder card from my PC to a legit version of Soul Silver for DS?

Some more info:
I want to send Yellow Forest PokéWalker Course in the form of a wondercard

DSTwo SuperCard
Pokemon Soul Silver

You need to use PokeGen in order to inject mystery gift files onto the game, however I strongly recommend you backup your save file before doing that, I did it before and it screw up all my Pokedex on Soul Silver, it added Pokemon I didn't had yet, luckily I had a backup so I advise you backup first.

I tried to use save manager (Version 0.3.0 RC1) to make a back-up using my DS Lite (as instructed by the pdf), and set everything else up as well but my DS Lite shuts off when I load the program using my DSTwo. Any ideas on that... or should I make a new thread?

Are you playing Soul Silver on a real cartridge or on the DSTwo?

First you need to find a way of doing a backup of that save file.

It shuts off the DS Lite though when I load the program with the DSTwo.

Do you have an Ez Flash 3 in 1? If so savegame manager could backup with the SLOT 2 card instead of the pain in the ass wifi

Maybe it has got some issues with DSTwo, just use another version of savegame manager and see if it works

No I sure don't, wish I did though, this wifi thing is kinda a pain.

Yup sure enough savegame_manager_0.2.4 works fine, must have been an issue with the DSTwo.

My save file is now backed-up! Thank you!

OK, now you just need to make a backup of that save file you just extracted it and open it with PokeGen, of course you need to download the mystery gift files first, remember only the HeartGold/Soul Silver ones work, others might corrupt the save file, also make sure to know how your Pokedex is because PokeGen may or may not screw your Pokedex.
