i am going to buy a modded xbox360 slim.. no idea what modchip is in there.. the seller can't tell lol... i just want to be able to load the isos from HDD and play DLCs... my question is whether all modchips can do that?
I am going to go out on a limb here and say no on the DLC thing, I think you can install DLC for the XBox if you have some way of running unsigned code like a jtag hack but only on old dashboards and only certain models... Newer 360's you can still run a "chip" to play copied games from drive emulation I believe but I don't think installing DLC is possible, or running emulators and homebrew?

Slims can be hacked by the RGH method and so you can do hard drive related things, however some slims might just be DVD hacked and in some cases that takes buying in an extra piece of hardware which some might mistake for a chip in earnest. If it is the latter there is only a little DLC you can use (although that does include stuff like borderlands double pack and fallout 3 DLC) and not a lot you can do with the hard drive save for NXE install. Given there is such a contrast if you ask the seller what they do to load games and it involves USB, FTP and custom software then it is RGH and if involves burning discs with a special burner then it is disc based and if they can not elaborate upon it then walk away.
DLC from HDD- you can not really use an external hard drive for DLC but you can use the internal one. Bonus if it is a RGH hacked 360 is you can install whatever hard drive will fit. Slims are not that bad to add hard drives to either.

Well there is the ODDE addon that mimics a DVD drive (with all inherent limitations and perks) but loads things from a USB. If the person does not know they have that though then yeah (not to mention you could probably turn around and immediately sell the setup on/do a straight swap for an equivalent RGH)
As for kinect and dance central- I see both things floating around in second hand bins in very short order so it is likely to be easy enough to pick such things up.

RGH allows for DLC/XBLA and extracted ISO's to be played from the internal HDD.
ODDE only allows for ISO's to be played.

so ODDE does not allow DLC? only RGH can right? I am getting the 4gb slim version.. is 4gb enough for dlcs? I am not only interested in dance central and its dlcs lol but also into the other games : Darksiders, GOW, Halo, etc..

They can operate together and ODDE will only let you play legitimate DLC (Stuff you've bought properly).
That would be quite expensive and pretty much defeats the purpose of a RGH.
If you don't care about XBLive then get a RGH.
If you do care then get an ODDE.
Or go Dual NAND (which is the most expensive)

What i care the most is DLC and the xboxlive/arcade games and homebrew (online is a bonus if it's possible but not essential)

you dont burn anything with odde ,its an optical drive EMULATOR ,that would defeatt the purpose you put the game images on an external hdd connected through the odde

with rgh you can put game images on the 360 internal hdd,(not sure if it can read them from ext hdd also)i imagine if you have a dual nand ,,1 for rgh ,and 1 for odde and going on live ,then you will have to have the game on both hdd if you want to play it on both nands ,also be sure to run game dumps through abgx before using with odde and live ,you still need to remove checks even though your not burning but playing from hdd with odde

how do i actually put it on the internal HDD? can i transfer from sdcard or external HDD to the internal HDD?
You can transfer from USB or disc if you want (in the case of discs you can copy files but you can install do the "install the hard drive" aka NXE install option and then run NXE2GOD on your 360 to make it so it does not need the disc any more) but most people use FTP- xexmenu and freestyle dash which is what most people use run FTP servers as part of their code (and I think dashlaunch has some FTP support although you are still encouraged to use one of the previous two).
If you are not familiar with FTP it is a network protocol dedicated to file transfer (file transfer protocol being the long name). Most operating systems have basic support for FTP although most people will chuck that in favour of something like http://filezilla-project.org/

If you want XBLA/DLC/games and don't care about Xbox Live at all then get a RGH.

Other than that most things come out stateside and in Europe at roughly the same time (at worst two or three weeks and with scene releases that still usually means before street dates)
It is not to say I would not spit in the face of the ones that think region locking is cool and implement it in consoles and it is far from effectively unnoticeable. To decide what it is worth to you think of games you might like and fire them into http://www.abgx.net/filename/?ch=6 as it will usually tell you what releases are compatible with what regions (and give a good idea of wait times).
Other methods- assuming we are sticking with the no burning discs thing other than those handful of little things like PIRS DLC there is nothing unless you want to get a developer 360 (rare, expensive and somewhat cumbersome and as such not worth it unless you actually have a good reason to get one).
