This game's dummy file is over 200MB. So wasteful... Part of why the archive size seems unusually small for the game size.

Yup that's right. Black 2 and White 2 have more unused space than the ENTIRE previous game's used portion.

It's just how it works. It's over 256MB, so it has to go on a 512MB card. Would you rather they removed 53MB of content to have a more memory efficient file?
