Gaming Weird scrolling problem

I recently got a new wireless foldable microsoft mouse but I've just found this weird problem with it.
Whenever I try to scroll up it frequently stops and then briefly scrolls down before moving up.
I've tried disconnecting it and blowing on the laser pointer but that hasn't helped at all.
I've never had this problem with a mouse before, does anyone know what to do?
 
Hm im having a same problem with my HP touchpad, if anyone has any experience, please answer "rayjay's" question and mine question on this topic.
 
It's a completely different problem for the HP touchpad.

The problem for the mouse is a Faulty scroll wheel. One part of it doesn't "click" properly when it scrolls, which tells the sensor that you're back scrolling, even if you're not. That makes for very erratic scrolling behaviour.

For the touchpad, if I remember correctly, it's the capacitive touch being oversensitive. Just means it needs recalibrating.
