content.bin is the actual game content, not the save data. It's encrypted using the console key.

You can dump the VC games from the Wii they were purchased from with "Yet Another Blue Dump Mod" and have it fakesign the WADs. They should be installable on another console with a mod manager.

Thanks! I'll have a look into it, on another note, it seems like the savedata I was specifically testing weren't savedata at all, and I can't get into my old Wii's save data menu anymore, so might as well go with I have, besides, all the important save data is still there.
