godmod9 is the not a bad choice. put 3ds into sd and it will convert to cia but downside; it take longer to convert compare to windows.

It is a command-line program on Windows, so just drag and drop your .3ds file, and you're good to go .

Yes. And since I was not clear about the drag-and-drop, you want to drag-and-drop your .3ds file onto the 3dsconv.exe file, so put the exe and your 3ds files in the same folder.

• For organizational purposes, copy each .3ds file you wish to convert to the /cias/folder on your SD card

Instructions

1. Boot your device while holding (Start) to launch the Luma3DS chainloader menu
2. Launch GodMode9 by pressing (A)
3. Navigate to [0:] SDCARD -> cias
4. Press (A) on your .3ds file to select it, then select “NCSD image options…”, then select “Build CIA from file”
5. Your installable .cia formatted file will be outputted to the /gm9out/ folder on your SD card
