Hardware Streetpass not working

I have 2 OLD3DS both programmed with Luma3DS. The last month that worked for me was the streetpass was in October 2017, the other functions everything is working perfectly.

I'm not sure what the issue is. Is the problem that these two 2DSs are not streetpassing with each other, or not streetpassing at all? In my experience with my niece's 2DS, consoles don't tend to streetpass often when they are in constant contact. There may be some sort of restriction that prevents you from streetpassing the same person.

It's also possible that they did streetpass and you didn't notice the indicator. Perhaps check Mii Plaza for any messages?

the green light does not appear in the games either
 
if the consoles are connected to the internet they won't do streetpass between each other. Same goes for DS/GBA vc games, local multiplayer and if wireless connections are disabled despite the redundance

False, the consoles were always connected to the internet even in October during the last streetpass. I never need to remove the configuration of my internet network, to be able to do streetpass last year

Whenever they are able to streetpass, the top left corner text box will turn green and display "streetpass" in white. Did you give it a try at least to make sure that you're right?

And still to this day it has not been solved. I'm already in the second year without streetpass

Glad to hear you could do streetpass. To be honest I ran into the same issue about a couple of months ago after getting a New3DS; after some time both the 3DS I had from before and this New3DS I bought recently stopped encountering each other after the typical ~8-hour interval. It's pretty much the case that Pluupy mentioned; 3DSs don't like being too close to each other for long periods of time to essentially "abuse" the streetpass function, so they just stop encountering each other until some long time passes or you encounter other people.
Even so, I consider that recent updates deteriorated the Streetpass function as time passed (of course, the moment Nintendo stops paying attention to a feature in their consoles, they basically condemn it to death unless something unofficial keeps it alive), mostly because I noticed that even on "big" 3DS meetings I attended during the last years the amount of encounters the console detected dropped significantly with every instance in question... not to mention, the dropping of Streetpass hotspots that happened last year must've reduced the encounters even more.
It's truly a shame, but then again it's Nintendo the one behind it so sadly it was pretty much bound to happen...

The thing was tho. that the 8 hour interval is normal for what one system takes before repassing that same console again. There are apps out there to bypass the waiting time. but thats normal function for the 3ds
