ROM Hack Smash Ultimate Arc Format

So, I got the legit dump of Smash Ultimate, (my friend confirmed it booted on his switch) and I wanted to extract it to look at the files. I extracted the NSP to get the NCA, and then I extracted that. The only file in the NCA is data.arc. It's the size of the entire game, and it doesn't seem to be any type of ARC from past Nintendo games. None of the previous tools I tried worked on it. I opened it in a hex editor, at least in the header I recognized opus. Are there any tools that can extract this?

You have an XCI to NSP dump, so you don't have the titlekey, meaning you won't get NCAs out of it. I don't believe there's any tools to do anything with ARC files.

When I extracted the NSP with hactool, it definitely did give me NCAs:
