Hacking Homebrew ROM Hack Smash 3DS Modding Tutorial Request

Pretty much the title. I want to get a skin into the game from GameBanana (more specifically, Mr. L), but I have ZERO idea on how to do it. Any help would be appreciated! Thanks!
