Creation Kit — Beginning in January, PC players will be able to download for free the same development tools we used at Bethesda Game Studios to create Skyrim. In tandem with the Creation Kit’s release, we will roll out a new Wiki and videos to help you get started.
It'll also include Steam Workshop, which I'm suspecting is the cause of the delay. It's also the cause of forum outrage on their official forums, tons of people hate that idea.
It is nice to have an official timeframe, but considering it was meant to be on-disk at release, getting delayed another 2 months is pretty bad in my opinion.

That's the nature of the beast these days, PC digital distribution and such.
They allow so many things to be published post-release, important fixes, unfinished content, etc.

I don't think it's an issue that the tools were not immediately available on launch as that's not usually the case anyway.

Steam Workshop seems to be a really good idea (especially the mod queue thing). Too bad I'll never use it, I bought it on my 360 and I have an *ahem* pirated PC copy.
