Gaming Same System32 for all users?

I'm on one account trying to install a theme, but this theme uses startorbs so I need to change the System32 files, etc.

If I change this stuff, is it going to affect my brothers account too? He doesn't like my theme, so if I change the System32 files to change the look on MY account, will it affect his?
