Safe to restore?

Hi all,

Current FW is 3.60
I believe it only has henkaku as I can only see the Playstation logo when booting up.

If I want to stay on 3.60, and start CFW from scratch can I simply run Restore This System and then apply CFW again using https://vita.hacks.guide/ ?

You can just update your device to 3.74 normally, then you can follow the guide (as 3.74 is a hackable firmware, you can downgrade from 3.74 to 3.65 and have enso installed there easily). So yes, it is safe to restore your device.
