I know it's possible to extract cartridge game ROMs, but what about download games?

like you know how you can get XCI files from carts? Yea the download game version of that.

Then yes, NSP files. You can get them from eShop downloads, yes. I forgot how they're downloaded as though. I think CDNs? So, convert that with a tool to NSP.
