Hacking Region Changing eShop Question

I have a brand new European 2DS XL and would like to change the region to US, because 3 games did not work on my other European 3DS despite them being region-free. (Sticker Star, Tomodachi Life and Paper Jam). All of the other games worked fine.

On 3DSHacks, it says:

Region changed New 3DSs that have already accessed the eShop on their original region cannot create a new NNID and access the eShop on their new region!

My question is - how am I supposed to mod the 3DS without accessing the eShop, since I need to download Steel Diver (or another game if using FredMiner)?

To region change a brand new. never before used n3DS, n3DSXL, and n2DSXL with the preferred regional Nintendo eShop, you hack it with an NTRboot flashcart, region change the firmware, and use that region's eShop.

Except for o3DS, o3DSXL, and o2DS,, the first region's eShop that console ever opens becomes its permanent eShop of choice.
