Hacking Region-changing 2DS

Current situation:
2DS, OFW US. A9LH , Luma3DS
Region changing EMUNAND to Japan.
Used Plailect's guide, which looks like it was meant for SysNAND, but that shouldn't make a difference.

Here are the steps I took.
I originally had a linked emuNAND, so before I began, I TinyFormatted.
Then I deleted my eShop account (I had no NNID ever linked), and downgraded to 9.2J.

I eventually ended up on the HOME Menu with double applications and every single one saying "You need to update this software before you can use it. Keep in mind this was a full on bubble message and not a top-screen notification.
Restarted. Same deal. The error MAY derive from here, but my eventual update to 11.0 should have fixed this Franken regardless.

Not able to launch SysUpdater to redo the downgrade in case of an franken, I went on with the guide.
Hex-edited my emuNAND's SecureInfo_C's 0x101 to "00" for a Japanese secureinfo.
Started, everything actually was fine and my system was normal. It even did the "preparing to start the home menu" message. Proceeded to install FBI and delete all out region titles. Updated to 11.0.

Afterwards, I formatted with TinyFormat to complete region-changing and so eShop would work. Usually, this would relink emuNAND to sysnand, but I made sure that I wasn't shooting myself in the foot. It didn't work after formatting the first time.

Now, no matter how many times I format, I get the same message: 005-5602. I set my console's area to Kyoto, Japan.
I followed all steps. Could that weird error still be the cause?

Though this thread apparently has no responses, I have a different error. I signed in to eShop on my US nand.
Information has been updated. Looks like my eShop account was still present on the old system. Tried to sign on, got a DIFFERENT code 007-2001. Progress?
I didn't let it create a new account, so I formatted my emuNAND but still get the error.

Your NAND's might be linked. Try to format one with tiny format.

    Shouldn't be, because these anti cheat suites pretty much all natively support linux if I'm not mistaken, and it's down to a literal checkbox that they're not ticking.
