Gaming Question about moving content to a new 3ds

If I have to get another 3ds how do add on patches like moon rabbit crew for yokai watch blasters works with the physical release

Is the add-on patch a paid DLC? Because in that case you'll either have to buy it again, or do a complete System Transfer from your current 3DS to the new 3DS.

In that case, when you try to use the cart in your new system, it will prompt you to go online and download the update.

I'm not sure what happens if you try to re-load the save without downloading the update first. It probably won't work.
