I'm having trouble understanding if the partition, SAFE, in the user partition is console encrypted or not.

...explains that all encrypted partitions use console unique keydata. But which partitions are encrypted in the Flash Filesystem? That's my question.

Yes, it's encrypted. As well as the PRODINFO, PRODINFOF, SYSTEM and USER partitions.
