Devmenu is giving me program already exists. Should I use FBI instead?

if the program exists and you are installing a newer version, it will install.
if it is the same or a lower version, it will not install.
it does not matter what cia installer you use. (although one could be made to let you bypass the version check, but that check is in the fw, not strictly the app)

Hm, weird. I'm 100% positive I had 3DNUS change title version.

Version spoofing is broken in 3DNUS it seems. Could you link me tmdedit?

Think I found a workaround. Downloading non spoofed titles then installing spoofed ones atop them seems to keep devmenu from complaining.

EDIT: Or not. Few titles (less than 5) didn't install, emuNAND just booting to a black screen. Probably gonna work on it more tomorrow.
 
Spoofing title versions breaks file signatures. So doing this to sysnand will brick. This will also brick emunand (unless you are on 4.5 Palantine CFW perhaps) because Gateway/MT-Card does not patch file sig checking of system titles. So nope, you can't install unsigned system titles to sysnand and have them work even in Gateway mode.
