So there are 6 games across 4 systems, all of which saw some measure of modding happen. You don't mention whether they are existing mods or you would like to make your own.

If they are existing mods they will likely come with a readme/nfo saying how to install.

If they are ones you want to make then it will vary by system. I am not aware of any character modding tools or simple workflows per se and different systems will warrant different approaches (the original DS version using NSBMD and NSBTX and NSBCA formats for the models, textures and animations respectively, the Wii U using rather different formats). Most of those bar the DS will have some means of taking an existing model in a common format and converting it, DS stuff will require either a manual approach or for you to hunt down some very old tools and leaked SDK files. In any case for something like this you will likely need the full set of models, textures and animations as opposed to simpler things where people will recolour a texture to make some of the other Mario characters if they are not there by default.

ok i got it now one more thing im having trouble connecting my wiimote plus to my pc whenever i do connect it it says driver error
