Hacking menuhax not working?

Snagged a 3DSXL (old) for someone as a gift and it has 10.3 so I'm modding it. Trying to get menuhax going but it gets to a black screen saying "Downloading config via HTTPC..." and goes no where. I put the renamed ropbin in the right place along with the config file. So what's wrong? When I installed menuhax I never needed those in the past. But it wont continue past the 3.1 screen.

Happened to me also and I managed to go through by switching OFF WIFI while that was OnScreen.
