Hacking Latest 3DS firmware compatible with current flashcards?

Noob question, looking to buy a new 3DS and am wondering what firmware it'll have and if the latest flashcards are supported?

Gateway is compatible with 9.2 or less, but if you have 9.2 or less you can use CFW for free. If your n3DS is 10.3 or less, you can downgrade it to 9.2 and use free CFW. If your n3DS is 10.4-10.6 you can downgrade using a Hardmod. You can pay someone to do this for less than the cost of buying a Sky3DS (the only flashcart to work on 9.3 or higher). If you buy a brand new console it should come with 10.2 or less. There have been no reports of anyone finding a new console with anything higher. A second hand console on the other hand could come with anything. So new is better (unless you can get the seller to tell you the firmware before you commit to buying it).
 
Probably about the one and only downside to the above mentioned CFW is that the games need to be installed as .CIA files, which can take some time to install (to me that's a pretty small downside for saving a bunch of money, but your opinion might differ).

That is true, but playing games from flashcarts online requires a bit of bother (extracting a private header from a retail cartridge and injecting it into each rom you want to play online with), so most people who use flashcarts install games that they want to play online with anyway.
