So I got myself the full Ace Attorney series as Japanese cartridges. The first triology+AJ have english which is great. But 5 & 6 dont. I want to still somehow leverage the cartridge experience because I’m not good with game clutter and always get distracted if i have multiple games on the device.

1.Is there a way I can leverage layeredfs to launch a cia when I start the cartridge?

2. Can my save be transferred to the cartridge (given it will be the us version.

3. How complicated is it to create a patch based off of the original en release?

I understand this is a hassle but im sure many feel bummed 5&6 were digital only.

You don't "launch a cia"; you use a .cia to install a title. (In fact, after you install a game, there's no point in keeping the .cia on your card anymore.)

I guess you could try to extract the entire contents of the US version into a layeredfs and see if that works when you launch the cartridge? I don't know if that will work, though.

That depends on whether the developers made changes to the save data format when they made the US version. You can always try and find out?
