Is there a way to install .cia from a remote server? I know you can use socketpunch to push cia files to FBI, but that requires you to select & push files on a PC. I'd like to flip this around and browse on the 3DS for files available on a remote server.

Is there and FTP client for 3DS, I could use FTP client to download cia file to SD card then install it with FBI.

Any suggestions?

You can create a QR code and install with FBI that way.

Just use SocketPunch and the built-in network install feature in FBI. It take a bit of time but that's the easiest way
