not sure what the end goal is here, but perhaps you could start by modding your favorite bootloader to get the extra features/visual gui you are looking for. most bootloader i use are opensource

Yeah there's no tutorial for that, best you've got is looking at the code of the others to see how they work. Gonna be C and/or C++.

There isn't much of a need for more bootloaders so no tutorial was ever made. But as others have said, your best bet is to look at the code of other bootloaders and work from there. There are many bootloaders available such as Hekate, fusee, SX OS, and ReiNX.
