Hacking Help with Homebrew launcher in Hardmod

I'm following the steps on 3ds.guide and I stopped in the step of Homebrew launcher

Here what it says:

Section IV - browserhax

1. Navigate to http://yls8.mtheall.com/3dsbrowserhax_auto.php
   • You can also load the page by scanning the following QR code (press (L + R) on the home menu, then tap the QR icon on the bottom screen)

When I launch the internet browser to that link, it says that In order to use the internet browser, a system update is required.

I'm on firmware 11.0

From there, select your favorite Connection, tap the Change Settings button, and on the second page head over to the DNS section. Once there, select "No" for "Auto-obtain DNS", and under Detailed Setup, enter the following address : 107.211.140.065."

I enter the primary DNS only?
