ROM Hack FBI 3DS Issue

I have a CIA file but since I have no room on my SD card to install it, I use a qr code to download it. The download works fine until an error shows up right at like 99% done.

Failed to install CIA file
Result Code: 0xD8E0806A
Level: Permanent (27)
Summary: Invalid Argument (7)
Module: AM (32)
Desc: Cert signature or hash check failed (106)

Also that title site doesn't have the game I want.

I'm really stumped now if anyone can help that would be great!

That message means the file you are downloading or installing is corrupt. You will need to get a different copy of what your trying to use.

Its hard for me to find a CIA of it. I only find Decrypted Roms of it.

You should be able to. But if its the exact same one as the qr code is from. You are likely going to get the same errors when installing it.
